Yes, this fixture includes one 6-inch, one 12-inch, and one 24-inch downrod, and you can use any combination you like to achieve your desired length.
The walls of my client's home are 109.5 inches tall. The dining table is 30 inches tall. Will this hang 30-36 inches over the table?

Yes, this fixture includes one 6-inch, one 12-inch, and one 24-inch downrod and you can use any combination to reach your desired height. Since the fixture itself is 37 inches I would recommend using the smallest 6-inch downrod.
