Does this fixture need to be centered over the junction box, or can it be mounted offset?

Answer
The canopy is intended to be centered on a junction box, but is long as your electrician can affix the backplate to the ceiling, it is usually possible shift the fixture to compensate for an existing junction box that is off-center.
